House renovation scaffolding project

What is shopfront scaffolding used for?

  • Signage and fascias. New signs, illuminated lettering and fascia replacement.
  • Painting and redecorating. Shopfront joinery and upper-floor windows. See scaffolding for painting.
  • Facade and masonry repairs. Repointing, render, cornices and stonework above the shop.
  • Glazing. Upper windows and curtain walling.
  • Roofs, gutters and parapets. Access from the street side when there is no rear access. See roof access scaffolding.
  • Upper-floor refurbishment. Flats and offices above shops, often with a hoist or loading bay.
  • Urgent make-safe work. Loose masonry, damaged signs or broken glazing. See emergency scaffolding.

How a shopfront scaffold keeps you trading

A scaffold in front of a shop has to work for three groups at once: the trades above, your customers, and everyone walking past. Depending on the street and the work, the design can include:

FeatureWhat it does
Pavement gantry or walk-through tunnelLifts the scaffold over the pavement so pedestrians pass underneath
Boarded and sheeted first liftStops dust, paint and small debris reaching people below
Protection fanAn angled deck that catches anything dropped from the upper lifts
Debris netting or brick guardsContains materials on every working level
Padded, taped and lit standardsMakes the legs visible and safe at night and for partially sighted pedestrians
Clear entrance bayA wider opening in line with your door
“Business open as usual” bannerKeeps your name and opening hours visible on the scaffold
Scaffold alarmProtects upper windows that the scaffold makes reachable

A gantry or tunnel over a public pavement falls outside a standard scaffold, so it is designed. See scaffold design and erection.

Do you need a licence for scaffolding on the pavement?

Yes. Any scaffold that stands on or over a public pavement or road needs a licence from the highway authority under the Highways Act 1980. In Oxfordshire that is the County Council, and the scaffolding company makes the application.

Oxfordshire County Council licenceNot on a bus routeOn a bus route
Scaffold: set-up plus 7 days£180£220
Scaffold: each additional 7 days£70£80
Hoarding: set-up plus 7 days£190£220
Hoarding: each additional 7 days£65£75

What to know before you book:

  • Apply at least five working days before the start date. The council aims to decide within five working days.
  • Scaffolding companies must register with the council first, with £10 million of public liability insurance.
  • Many shopping streets are bus routes, including Oxford’s High Street, Cowley Road and Banbury Road, so the higher fee applies.
  • Breaking the licence conditions carries a £1,000 fine, plus an hourly enforcement charge.

Our guide to scaffolding permits in Oxfordshire explains the process step by step.

Shopfront scaffolding in Oxford and the market towns

Shopping streets bring constraints that a house does not:

  • Pedestrianised streets. On streets such as Cornmarket and Queen Street in Oxford, and Sheep Street in Bicester, vehicle access is restricted to set hours, so deliveries and erection are timed around them.
  • Narrow pavements and busy footfall. Common on Oxford’s High Street and in Witney, Abingdon, Thame and Wallingford. A gantry keeps the full pavement width open.
  • Listed and conservation-area frontages. Much of central Oxford and most market town centres are protected. We plan ties to avoid historic stonework and joinery.
  • Trading hours. Tell us when you open, when deliveries arrive and when the street is quietest, and we will plan erection and dismantling around them.

How it works

  1. Free site survey. We measure the frontage and pavement, and note the entrance, bus stops, street furniture and neighbouring shops.
  2. Design and fixed quote. Including the licence fee, so there are no surprises.
  3. Licence application. Submitted to the County Council with five working days’ notice.
  4. Erection. Timed around your trading hours.
  5. Inspection. Before first use and at least every 7 days.
  6. Removal. The pavement is left clear and clean.

Shopfront Scaffolding FAQs

Do I need a licence for scaffolding outside my shop?

Yes, if any part of the scaffold stands on or over the public pavement or road. In Oxfordshire the scaffolding company applies to the County Council under the Highways Act 1980. A scaffold wholly on private forecourt land needs no licence.

How much is a scaffolding pavement licence in Oxfordshire?

An Oxfordshire County Council scaffold licence costs £180 for set-up plus 7 days, or £220 on a bus route. Each additional 7 days costs £70, or £80 on a bus route. A hoarding licence costs £190 or £220 for the first 7 days.

How long does a scaffolding licence take to arrive?

Oxfordshire County Council asks for applications at least five working days before the start date and aims to process them within five working days. Allow longer if the scaffold affects a road, a bus stop or traffic signals.

Can my shop stay open while the scaffolding is up?

Yes. A shopfront scaffold is designed around your entrance, with a clear bay at the door and pedestrians protected underneath. A banner on the scaffold tells customers you are open as usual.

Will scaffolding block my shop sign and window?

Partly, for as long as it stands. We keep the first lift as high and as open as the design allows, and a printed banner on the scaffold can carry your name and opening hours while the fascia is covered.

What is a scaffold gantry?

A scaffold gantry is a raised platform that spans the pavement, so the scaffold above starts over people's heads and pedestrians walk underneath. It is used on busy high streets where the pavement cannot be closed.

Who is responsible for public safety around shopfront scaffolding?

The scaffolding contractor is responsible for designing and building a safe structure, and the licence holder for meeting the council's conditions. The business or contractor using the scaffold must make sure it is inspected at least every 7 days and not altered.
